The Integrated Planning Act 1997 (Qld) (IPA) forms the foundation of Queensland’s planning and development assessment legislation. The purpose of IPA is to balance community well-being, economic development and the protection of the natural environment by providing a framework for managing growth and change within the State.

IPA imposes requirements on State and local government through the Integrated Development Assessment System (IDAS). IDAS aims to co-ordinate and integrate the assessment and conditioning powers of government agencies responsible for administering a range of legislation dealing with development approvals.

The Integrated Planning Act 1997 (Qld) requires each local government authority to prepare a planning scheme. These schemes establish the policy for managing the use and development of land in their local government area.

Planning schemes—

recognise the local area’s role in the State and the region

encourage economic activity

protect natural and cultural assets for the area

express broadly, and at a detailed level, the outcomes sought to be achieved by new development

allocate land for different uses and for major infrastructure

identify areas that are sensitive to development and that may pose a risk to development

regulate development to achieve the outcomes sought by the planning scheme

Planning schemes in Queensland use tools such as zoning maps, overlay maps, development assessment tables, codes and local planning scheme policies to implement the outcomes sought through development. – Qld Dept of Infrastructure and Planning

Prior to the 2008 Amalgamations, both the Beaudesert and Boonah Shire Councils had prepared and adopted Local Planning Schemes. Creating a draft planning scheme is a large project and can take up to six months to create. The subsequent community consultation and alterations may take another 12 months before a final planning scheme is adopted.

For this reason, it is not likely that a draft planning scheme for the Scenic Rim Region will be available until the end of 2008. Until then, residents development applications will be assessed under the existing Beaudesert and Boonah Planning Schemes.
