What is the Draft Planning Scheme? 

The Scenic Rim Planning Scheme will be the first planning scheme for the whole Scenic Rim Region. It aims to reflect a shared vision for the region's future growth over the next 20 years guided by the Scenic Rim Community Plan 2011-2026. 

The Draft Scenic Rim Planning Scheme will replace the existing planning schemes that apply to the former Beaudesert Shire, Boonah Shire and Ipswich City council areas within the Scenic Rim local government area. 

The planning scheme is a statutory document made by Council under state planning legislation (Planning Act 2016) that regulates how land can be used and developed. It identifies when a development application is required to be submitted to Council, the type of assessment required and it specifies criteria applicable to development to ensure good outcomes. 

The Draft Scenic Rim Planning Scheme aims to:  

  • provide certainty to residents, landowners and investors by identifying the land use intent of particular areas;  

  • outline Council's plan for infrastructure to support growth; and 

  • appropriately balance the social and economic development of the region in a way that protects and enhances the lifestyle and key natural assets valued by the community. 

The Draft Scenic Rim Planning Scheme must also consider and integrate planning matters of State and regional significance, including the:  

  • State Planning Policy July 2017; and 

  • South East Queensland Regional Plan 2017 

Changes in State Planning Legislation 

Council had been preparing the new Scenic Rim Planning Scheme under the now repealed Sustainable Planning Act 2009 and the draft had progressed through a State Interest Review during 2016. In July 2017 the new Planning Act 2016 commenced and Council resolved to progress the preparation of the new planning scheme in accordance with the new Act. This means that the planning scheme will align with the new legislation and reflect the new terminology and rules for development assessment.
