Town centre master planning creates a long-term vision and strategic framework to guide the development, revitalisation, and stewardship of a town’s heart. It focuses on shaping thriving, inclusive places where people live, work, shop, and connect—balancing growth with local character, and infrastructure with evolving community needs.
In the Scenic Rim, our town centres are the hearts of our communities. Master planning plays a critical role in delivering the outcomes of the Growth Management Strategy 2041 to life, provide framework for building thriving, sustainable communities.
Building on the strong partnership with our community, the Scenic Rim Regional Council endorsed the Canungra, Kalbar and Kooralbyn Town Centre Master Plans in 2026. Driven by ongoing strategic planning and targeted funding, these master plans will direct the sustainable growth of our town centres and ensure our communities thrive for years to come. Town Centre Master Plans function
Town centre master plans fulfil several key functions, including the following:
- Recommend improvements to the town centre which may include streetscapes, soft and hard landscaping (e.g. trees, paths. lawns), signage, lighting, roads and other infrastructure. Including tailored local strategies that:
- Respect the existing layout and character of town centres.
- Recognise heritage significance.
- Safeguard important natural features.
- Identify critical infrastructure required to support and service both current and projected population needs.
- Examine current and future growth patterns, contributing significantly to the delivery of the Scenic Rim Growth Management Strategy 2041.
- Work alongside strategic planning documents such as the Scenic Rim Integrated Transport Plan 2025-2035 to guide the infrastructure network of the town centre master plans.
