Council adopts future-focused organisational structure

Council has adopted a new organisational structure with three directors, an executive manager and seven managers in line with its commitment to delivering high-quality customer-focused services for the Scenic Rim community.

The new structure, adopted at yesterday's Ordinary Meeting, reflects Council's extensive consultation with staff and union representatives following the endorsement of the draft organisational structure in January 2025.

The second level of the new structure now comprises the roles of Director Corporate and Community Services; Director Infrastructure Services; Director Planning, Development and Environment; and an Executive Manager People and Performance with seven managerial positions in the third level.

These are: Manager Transport and Assets; Manager Waste and Resources; Manager Property and Projects; Manager Planning and Development; Manager Economic Development and Tourism; Manager Financial Services and Manager Information Services.

Council's Chief Executive Officer David Keenan said the new structure aimed to deliver cost savings to Council and a higher level of service to the Scenic Rim community.

"This new organisational structure has been developed to create an environment of courageous leadership, collaboration at scale, and a future-focused approach that brings ideas to life and meets the needs and expectations of the Scenic Rim," he said.

"I am very grateful for the contribution of more than 460 staff across the organisation who are proud to serve their community and have embraced the Corporate Values of Service, Resilience, Respect and Commitment."

The three directors who have been appointed are as follows:

Director Corporate and Community Services - Jason Bradshaw
The Director Corporate and Community Services is responsible for Finance, Corporate/Commercial Services, Information Technology and Customer Services, Library Services and Cultural Services.  
Jason Bradshaw 
Jason has led a productive local government career spanning more than three decades. He joined Council at the end of July 2025 as Director Corporate and Community Services, bringing with him significant experience in finance, corporate services, and local government management. Jason has played a pivotal role driving organisational reform within Queensland local governments and has held executive roles for more than two decades, including the position of CEO at two Queensland councils since the 2008 local government reforms. 
His current role incorporates financial services, procurement, libraries, community development, cultural services, customer care and engagement, information services and technology. Jason has qualifications in business and management, and is a member of CPA Australia, Local Government Managers Australia (QLD), the Australian Institute of Company Directors and the Institute for Managers and Leaders. 
He is known for his collaborative leadership, financial expertise, and guiding organisations through change.  

Director Infrastructure Services - James Ruprai
The Director Infrastructure Services is responsible for Capital Works and Asset Management, Resource Recovery and Contracts, Open Space, Depots and Roads and Infrastructure Recovery.  
James Ruprai 
James brings to Council 13 years’ executive level experience in local government, specialising in infrastructure, strategic planning, and organisational reform. James has led major capital works, planning schemes, and compliance initiatives across complex, high-growth regions including the Sunshine Coast Council and Shoalhaven City Councils. With an MBA, and being an Australian Institute of Company Directors graduate member, James also holds qualifications in science, business process improvement and procurement.
James is known for building high-performing teams and turning strategy into results through strong stakeholder and political engagement. James commenced with Scenic Rim Regional Council in August 2025.  

Director Planning, Development and Environment - Leo Jensen
The Director Planning, Development and Environment is responsible for Planning and Development, Economic Development and Tourism and Regulatory Services.  
Leo Jensen 
Leo is a respected executive with more than 30 years’ experience in local government and the private sector. His expertise covers planning, environment, regulation, disaster recovery and resilience, community services and economic development. Leo has led large, multidisciplinary teams, secured significant funding and delivered major reforms.  He has a passion for developing high-performing teams and has mentored colleagues through the Local Government Managers Australia International Mentoring program, Women in Local Government, and Planning Institute of Australia’s (PIA) Emerging Planners Program.  
A Fellow of the PIA, Associate Fellow of the Institute of Managers and Leaders, Adjunct Industry Fellow (University of the Sunshine Coast), and a Rotary International Paul Harris Fellow, Leo is known for ethical leadership, strategic thinking, and delivering results in complex settings.
